In new Orleans of all places ? That's real big city life, like New York city, Seattle, San Fran type of atmosphere.
Now I've known black woman to ride bikes, who were selling drugs or prostitution, but in their respective areas where nothing ca happen to them, but I don't believe you just riding a bike at leisure like that.
