Interesting way to frame that promo battle...if they're going to blatantly roll with Punk going heel here (I'm still not quite seeing it, but that's fine), I have a theory as to why:

He's going to beat Hangman for the belt sometime next year and then Darby beats him for it down the line in very late 2022/2023 (which also allows him to get his win back)

but I think there's about a <10% chance of that actually happening. It would make this apparent turn, which I didn't expect for another year-plus, make sense.
