Its all political theater. When they say terrorist it usually comes with the acknowledgement that we are going to ignore certain rights you have as a citizen. "Military Courts", "Miranda Rights", so on and so on. And interesting enough, if you watch the news, its a label for "Brown Skinned Muslims" or "Muslims" in general after 9-11. They may try and say domestic terrorist for some white guys but it doesn't stick. Terrorist get ratings and as long as they are calling this idiot a terrorist CNN will get ratings.
