Wakanda still doesn't let outsiders in their country. Even if that's the case, T'Challa was technically never officially an Avenger in the MCU anyways.

Black Panther was NOT an official member of the Avengers. He let them into Wakanda because Thanos was coming to wreck shop, so desperate times called for desperate measures. Under normal circumstances he probably would have only let Steve Rogers into Wakanda’s borders. So none of them being issued an invite for T’Challa’s funeral makes sense than it does any of them actually showing up
