FCC lets up after 10PM folks. NYPD Blue was cussing like a storm and showing ass on ABC because it was a 10PM show. Networks can pretty much do what they want as long as its not blatant or vulgar. All the Networks have their own standards and practices that they want their shows to follow so you are not going to see any of them go too crazy but a few N bombs by a black comedian isnt going to cause any headaches...
