Nah Veggie is stronger but who knows how long that will last. The time he had training himself was enough to catch up to and surpass Goku. He still maintains the edge (thus far) even with Goku training as well. As soon as the story needs him too, Goku will take the reigns I'm sure. Toriyama hate that nikka Vegeta too much to allow him to hold the torch for too long.
