I can't remember which of the beat reporters explained it this way but when I heard them, it made sense.
Basically, Kyle's so stubborn and confident on his scheme that he's more interested in having playmakers that can have a chance of making a splash in the offense than spending money on positions he believes the team can survive with having serviceable players. Between "taking a gamble" on a tackle or going for a WR he thinks will do wonders on his offense, he will go for the WR.
In other words, he's an egotistical moron that needs people to reign him in. A lot of the reporters are saying Saleh will have a good amount of independence compared to other coordinators and will have say on players coming in. I truly hope that's true.
