Facts:
On September 19, 2024, at around 2:55 p.m., District Judge Kevin Mullins, 54, was fatally shot in his chambers at the Letcher County Courthouse. Letcher County Sheriff Shawn “Mickey” Stines, 43, was charged with first-degree murder and murder of a public official.
Surveillance video showed Stines entering Mullins’ chambers, asking to use his phone, and firing eight shots at Mullins, who tried to hide behind his desk. Stines continued shooting after Mullins fell, then surrendered to police without incident.
Kentucky State Police Det. Clayton Stamper testified that Stines tried calling his daughter from both his and Mullins’ phones before the shooting. Mullins had Stines’ daughter’s number saved in his contacts, though the reason remains unclear.
The two men, longtime colleagues and friends, had lunch together hours earlier with others at Streetside Grill & Bar. No clear motive for the shooting has been established, though Stines’ defense suggested he acted under “extreme emotional disturbance.”
Tya Adams alleged Mullins coerced her into sex parties for leniency, claiming he used his authority to intimidate her with threats of jail or Child Protective Services action. Sarah Davis, a former deputy, described hearing “nasty and sickening” rumors of a “brothel-like” courthouse environment but saw no misconduct herself.
A 2022 lawsuit against Deputy Ben Fields, who pleaded guilty to raping inmates, alleged sexual acts occurred in Mullins’ chambers, with Stines named for failing to supervise Fields. The lawsuit, still pending, does not directly implicate Mullins in wrongdoing.
Stines resigned as sheriff on October 1, 2024, and pleaded not guilty at his November 2025 arraignment. The case, now with a grand jury, drew national attention after the viral surveillance video was shown at an October 1, 2024, hearing, with no trial date set as of August 2025.

Fathers are fathers because they protect their daughters' honor and dignity. Daughters always need their fathers' protection and affection. If I were in this situation, I would do the same. The sheriff is right; he is innocent.

if this was a sex ring operation, there would be hundreds of victims throughout the time to establish it, certainly more than one would speak up.
Especially if this sex ring was being conducted in a courtroom with cameras
That means just about everyone entering the courtroom would have to be in on it as well as the security guards monitoring the cameras
The security guards, the lawyers, the other judges, the janitor, the cops
There would have to be like thousands of people in on it and none of them said a word until now?
To me, this seems more like a wicked rumor stemming from one issue that was resolved years ago, that a daughter took advantage of

I hope Stines got an award for standing up for his daughter, acting as a decent man should, and doing his part for true justice by bringing down corrupt officials at his own risk. I hope other known associates of the Judges are under forensic microscope checks to see if they knew
