I hear what you saying. But both motorcyclists and cyclist are in a futile battle. Its an inherently dangerous activity. Policing cars in their environment is very similar to you walking through the jungle and trying to police a tiger. Yes its wrong that the tiger will eat you; and you certainly dont deserve to be eaten by a tiger , but the wisest thing for you to do in that scenario is to simply not be in that jungle.
I do like the European solution tho. A coliBreh introduced me to a youtube channel that only covers city infrastructure. And yes, I know its weird topic to start a channel for. But the dude has millions of subscribers. Anyway, this channel documented a cool fix that Germany and the Netherlands were doing for their cities. They effectively created whole roads purely for cyclists with no connection to the road used by cars.
It pretty much eliminated their bicycle related vehicular homicide rate. And it actually decreased the amount of vehicles in their major cities because biking became attractive (and safe) . It also helps that these roads ran parallel to major thoroughfares or often had their own streets, kinda like how US cities have one way roads separate from normal ones.
But it would be a hard sell to bring it here to the US, knowing how stingy our congressmen are on infrastructure.
