because people in uniform have a role to play, and when they get casual with their role, bad things get even worse. cops are not meant to be executioners, there is a judge and jury for that, so the cops just have to de-escalate or neutralize threats with an interest in minimizing casualties. whether he was shooting or not, once he is helpless, you can cuff him and start saving him, which is what often happens in better police forces. california probably leads the nation in corrupt cops, which is why the crowd is so prone to assume the worst, which is also why those cops should have been putting their best foot forward by making attempts to save him.
