But who says the people who killed her sister did not pay. Even if she has no ties to her old neighborhood, I'm sure her sister had some people that could not let her murder go unpunished.

A lot of sets operate under "Crips" same as "Bloods".
They aren't like Cops or the FBI they don't operate under some
overarching authority or all report to some central command.
You can have two people, apart of the "Crips" gang and not have any
allegiance to each other whatsoever.
It doesn't make you a "Sell out" to not agree just ignorant of the
complexities involved with gang banging.
With that said I don't think Serena did what she did because of
gang affiliation or paying some sort of a homage to gang banging
