The Chicano accent doesn't translate to hip hop well. West coast slang sounds country. Where as say the Puerto Rican Bronx accent went very well with hip hop. I'm surprised the Dominican Washington heights accent hasn't had a crack at a rapper.

Mexicans from mexico are just better singers but even some of the native music sounds like circus music unless its luis miguel or juan gabriel and the Cali Mexican accent is annoying and not really appealing to the ear. It sounds way too forced.
