You forgot about all those old people he got killed under reported it so he could get that nursing home skrilla. So not nothing. But yes, it's smart not to quit. And now he is doing a bunch of stuff he probably wouldn't have if not for the scandal. More pols need to get jammed up if they start actually passing popular legislation for a change.
That's what's wild to me, because the establishment wanted to get rid of him on the pretense of him being frisky with women - when they should have used the nursing home situation.
My only guess as to why they didn't is because the legislature did not want to expose the State of New York to 12,000 lawsuits which could potentially destroy NY and leave it completely bankrupt. Removing Cuomo for the nursing home deaths would essentially mean the NY establishment is admitting guilt (I mean they did sign off on giving him broad emergency powers, they're just as culpable).
