I say it all the time. Spent enough time in Ann Arbor and around fellow alums to know: Harbaugh is still teflon. He has given the program what it secretly truly wants: legitimacy via coverage, media, and lore. This is a program built on the past. The present exists only to sell dreams and not embarrass the program. Harbaught's crazy antics get him nonstop national coverage, he's recruiting 5 stars (which ESPN breathlessly covers), and every few years they'll get a special (or fraud) player who gets national attention. It's all about selling the program.
Winning national champions? Nah, of course not. Winning the Big Ten? It'll happen eventually, I guess. But that's about all Harbaugh will do. And deep down the fans are fine with that. Just win 9 or so games a year.
