I don't think they should be ranked as 1 through 32. It should be broken into tiers.
Tier 1: Cowboys, steelers, packers, raiders
Tier 5: Browns

They are last in attendance damn near every year.
Judging by the coli you'd think the complete oppositedont let this forum fool you.. that stadium was barren for about 10 years. So many blacked out games (games that would not be televised due to not selling out)
