Super incorrect! The Rock's problem was the projects he chose. He took whatever was offered to him. There's no guidebook for Hollywood and he was new. So yes, he's in The Rundown, Doom and Walking Tall, that's all fine. But he was also in The Game Plan and The Tooth Fairy, two films he had absolutley no business being in.
Fast forward and his ex-wife Dani Garcia became his agent and said he can't keep doing projects like that. He needed a way to brand himself so it was projects that leaned into him being a charismatic action type in larger than life projects. Now he's in GI Joe and The Fast series among other things. Yes, he's in Moana, but that's a tentpole Disney film that made bank and made perfect cultural sense to be in.
Wrestling made him famous and gave him power that he didn't know how to use. It wasn't a detriment at all.
