In schools down south it's cheaper to get an off campus apartment than to live at the dorms.

Real estate costs in SF were too high to have even thought about this before.
Now, a number of factors and trends led to the city courting schools to consider doing this. Including projected decline in real estate values in that city, and current & projected surge in applicants to HBCUs.
