I thought he was, since he was based on the "minstrel" images of the 20's: wides eyes, red lips, and jet black skin.Was Mr. Popo supposed to be Black?

If the Broadway musical is anything to go by then yeah, event he grass is played by black actors.
Here have some more Lion King...It hard to find some where they're portrayed as black, unsurprisingly, they're mostly all by the same artist.
