Your guess is as good as mine but probably someone signed off on it and then someone else came along and didn't and then someone got thrown out of a window



It seems to cast Ukraine's treatment of prisoners in a very positive light... maybe they're concerned about Ukraine being seen as human or it letting their soldiers know it's okay to surrender...
