That is the reason why the USA has started Africom. Have you noticed that military advertising is increasingly being geared towards black men? The reason for this is two things. 1) Black men have a jobless rate of around 50%. It is the only alternative for many. 2) Black faces on the ground in Africa if war pops and we need to go there, will make it easier to connect with locals. The US is also started special programs that are geared towards recruiting more blacks into NAVY SEALs.
