WWE is run by simple-minded Republicans, that's pretty much always the answer.
In this case, Daniel Bryan's popularity was baffling to them since he's not a 6'5 roid monster, so they concluded the only reason Bryan was so over must have been because he was an underdog that they always booked to lose and get beat up.
So they're hoping if they have Roman keep losing against Brock eventually fans will see it as an injustice and get behind him and be happy when he finally wins.

This is the story they've been leading to since Mania 31, and they're finally pulling the trigger here. I'd rather see different matches, but there's not much else to say.

I just want them to do it already. I got tired of the constant foreshadowing with Roman and the strap. I got tired of Brock being champ. I got tired of the WORLD CHAMPION not being on the show every week, like the supposed face of the company (as the top champ) should be.
