Money wise it's Hogan and Vince, they made the most. Hogan's run in the 80's and then the Third Man promo, with Vince you got the Bret screwed Bret promo which laid down the foundations for the whole Austin feud.
Most influential are, Jake, Piper and Savage, nothing else to be said.
Then the Managers/Commentators. The Brain, Heyman and Cornette. Brain was the punchline king, Heyman's promo work when he came back was really top notch, he would take you on a journey within the promo and give you so many gems and Cornette, probably the best at getting you annoyed, he is relentless and you just want him to shut the fukk up. Commentary wise, nothing tops Brains Royal Rumble work, shyt is a masterpiece.
Jericho probably the best all-rounder/most versatile on the poll, has pulled off everything you can do from pure comedy to serious high stakes and has managed to adapted his style thru out the years and always came with something new in his various runs, his 2008 work is completely different in style and execution to his 2016/2017 run. Everyone else seem to stick with their own formulas, didn't really experiment to heavily, if at all, because they never really had too because they were so good.
This is hard because I'm torn between Savage and Jake. I go for Jake, because learning years later that the darkness in his promos, he really did live thru them
