Because they become livid at the sight of white people standing up against the police on behalf of black America. There's a particularly unique level of brutality they inflict upon white protesters, driven by feelings of betrayal.
They're letting them know the consequences of treachery. The end game is to push them towards keeping their head down.
May the young woman rest in peace. 22 is too young. All of this could be avoided if police officers remembered that thrift job is to serve. They're digging their feet down because they genuinely believe they should be able to act with impunity.
