He still has a year on his contract. IF they cut him they take that hit.
Why cut him when you have no alternative?

That's the point. They are not going to go on with him only having a year left on the contract. Think in terms of business here. He could walk and they will get nothing out of him doing so once that contract is up. Organizations want players like that to usually re-up when they have just one year on their contract for a reason. Trades for starting QB's rarely happen true. But that's not to say that it can't happen. Either he is extended this year or traded, I bet. But they will not let contract negotiations go into 2014.
