Both in general are tacky as hell:- Nail polish chips and makes nails look like a downtown drug addicts
- lipstick makes the entire aura of the face invisible (takes away from the overall beauty)
- Both don't always match with attire

It definitely depends on the woman. My Dominican gf looks sexy af with red lipstick, but most of today's women don't.
In addition to a woman's facial appearance, I think that a woman's disposition/demeanor has a lot to do with it. Women in the 80s and early 90s pulled off red lipstick very well, because their whole swag went with it. Most women who rock it now come off as try-hard. That's the best way I can explain it. I know someone feels me on this, though.
