Nah it's not that. The code of that game was a mess, that's why. RDR2 is coming to PC like GTA V did, they want that money. Also they don't really care that much about modders fukking the game up, it's more about pirated games and online hackers. That's why PC gaming will always be wack, because of those people who don't wanna pay for shyt
