I think that it's a matter of habitual and social norms since we're so used to men doing the approaching and pursuing for so long in society.

Another aspect, though, is that women have more to lose by pursuing the wrong type of man so they're less likely to play the numbers game compared to men just for the sake of their own safety.

Hell, my sister gave money to a homeless man the other day and listened to him tell his story about how he became homeless and the homeless man started mistaking her concern for romantic interest and got aggressive and told my sister that she should become his new girlfriend. And whatever sympathy my sister had for the homeless guy went out the window once he said that.

Obviously, that's a bit of an extreme example but there's more risk in women openly showing interest in random men they don't know or even being overly nice towards random men they don't know. It's f*cked up and the average man is harmless for sure but the possibility alone frightens a lot of women so they usually wait until they really know a man before they openly express interest in him.

Also, some women might worry that approaching many men in public might lead to the perception of them being "loose."

Some men already think a waitress or a cashier being friendly/nice is an indication of sexual interest so approaching is an even more dangerous game for women because they run the risk of the man automatically assuming she wants quick casual sex. I know plenty of men would be thrilled if more women approached them and wouldn't take it the wrong way, but like the M&Ms analogy goes, it's not safe for women to just assume.
