I think he never wanted to be champion.
As it would have overly amplified his demons.
Plus put an even bigger target on his back for outside the ropes drama.
Given his life experience. I speculate he may have not wanted to be put in situations he already nav'd past.

Scott had substance escapism for a reason.

If he was champion.
Given his clique of buddies.
It surely would have thrust him back into more situations.
He was seeking substances to distance himself from.

I imagine.
If he was champion.
It would have changed the group dynamic and i think he enjoyed the group dynamic. where he could always duck the spotlight behind hogun nash and shawn.
