The buzz for NXT was huge when Finn was champ but it wasn't bcus Finn was champ. NXT was also buzzin when Neville, Sami and KO were all champs. The women's division caused mad excitement around that time too and people still cared about Hideo Itami at the time. NXT ain't become hot because of Finn. It was already poppin.
