TV companies don't care, they've paid for something and aren't getting what they paid for. Rumours are they are trying to do the same with the PL football here in England. They could sue the league for £750m if the season isn't completed.

Yeah, this is part of why this is happening.
I don't think USA and Fox are going to do anything crazy, but the reality is that there's literally no circumstance where you have a contract in place for a specific service, don't get that service, and you end up paying the full amount you agreed to. In this instance, it really sucks to have to do it, but it is what it is. They've got their own expenses to balance, and shareholders to keep happy, and the path toward that for everyone is cutting costs. And not paying for content that isn't going by the exact wording of the contract would be the easiest way to do it.
If this is actually what's happening, you would expect this is really just posturing for what would effectively be short term renegotiation of terms by WWE agreeing to take slightly less money for taped shows, and they go along while reducing risk for their talent and production staff.
The problem is that they probably can't afford to take less money right now.
Vince basically just blew somewhere in the area of $300 million on the XFL. They have the largest, most bloated roster in the history of the company, and have been handing out insane money to people just to keep them away from competitors. They can't run shows with crowds for the cash infusion that gives them weekly (people forget, but the live gate for each episode of Raw and SmackDown helps offset some of the production costs of a live broadcast). And the prospect of being able to hit Saudi Arabia or Australia for a big payoff is completely off the table for the rest of this year at minimum, probably, so that's a HUGE chunk of missing money. Even though Fox and Fite paid them for being able to sell WrestleMania, I doubt it completely covered the loss of the WM gate, let alone whatever the potential fees were from cancelling the stadium booking before the stay at home order came down. At this point, other than merch, these rights deals are their only real revenue.
What's funny is that if they hadn't spent the last few years hoarding every talent they could get their hands on, this would still be bad, but not as dire as their actions would suggest they are.
