I would go as far to say 2008 through 2012 was pure garbage.. I don't think it turned around a bit until Bryan and Shield started having great matches every week.

2011 had a lot of CM Punk but the shows were mostly terrible.

Smackdown was solid around that time. Raw on the other hand with those guest hosts.

Same reason they keep the burn it down at the beginning of his music. He gets absolutely zero pop otherwise and they know Kevin and Joe will actually get a decent reaction.
