I think she looks great and I am not surprised at her being in the lead, but I can see why people didn't give her a 10. She has terrible eyebrows, which can really throw off a person's face. Her hair/weave is off a lot of the times too. Her skin is oily, so she needs certain makeup products that she seems not to use since people can see the oil on her face through most pics. It's probably b/c she does her own instead of getting it done professionally. Those things may seem like nothing, but it makes a difference.

They said looks, not who has better performances. Rihanna has a much more natural sex appeal, and lots of people are attracted by her piercing eyes, confidence, sex appeal and personality/charisma. Beyonce has aged and seems to lack personality, so I see why she is rated lower. If they compared it to beyonce from 2003, I'm sure it would be kind of different.
