Steals only require you gamble in passing lanes.

Fox has led the league in steals before and that's basically all he was doing. He was not a good defender that year.

Guys like Kawhi and Dejounte Murray the year he made all defense team were legit great defenders though who got most of their steals 1 on 1 stealing the ball from someone they were guarding.
