@re'up There since there isn't an official indictment yet is he just being held on that conspiracy charge? Did that charge originate with the state or NDGA?
A complaint is essentially as good as an indictment, it's just the less formal version, I cant quite explain what the exact difference is, but many drug cases, and all cases in which someone is arrested trying to cross an international border with drugs are written as complaints. A complaint is the first step, and indictment is second, as far as I can tell. Defendants can waive indictment also, or the AUSA can choose to formally indict them. But, prosecutors can take a case all the way with the complaint.
So, Ralo is in federal custody, pending a bond hearing, based on the complaint. I think they will formally indict him, and may include new charges. These are federal drug trafficking charges, 841 and 846, possession with intent to distribute, and conspiracy to distribute.
As far as I can tell, the charges originated with a task force of local and federal agencies, the state charge after the airport arrest must have been procedural, maybe the full complaint wasn't finished, and they wanted to hold him until they could execute the raid of the apartments. Usually high level offenders will be charged federally, if there is a task force.
There will be more info coming, I would think. They may end up charging all of them in a drug conspiracy or CCE, Continuing Criminal Enterprise.
