The people like @Tommy Knocks talking about gentrified neighborhoods need to take into account two things.

One...neighborhoods were not as gentrified at the time the video in the OP was made.
Two...with gentrification comes businesses and finances. After neighborhoods get gentrified you see a Whole Foods, Trader Joes, ect. being built so YES, this IS deliberate and it does target blacks.

and then looking at your world map it appears white countries are hit the hardest. while africa is pretty much untouched by diabetes.
