Of course it is. People tend to stay with their own, whether it be their ethinicity, neighbourhood, religion, nationality, etc. That's not really an issue. It is one when that natural tendency translates into "my people are worth more than yours".
And I think the reason Black people in general are somewhat more accomodating to non-Blacks is that unfortunately quite early on the contacts between Black Africans and Europeans was one of domination : quite early we were enslaved, then came the colonies, and so on. On the other hand, Europeans and Arabs or Asians in general had been in contact for centuries before European nations managed to colonize those areas, and it is well documented that Asian and Arab empires were far superior to European Kingdoms up until say late middle ages. The Arab-Muslim empire ruled damn near all the mediterranean, including Spain. Ottomans follwed and were deep in Europe. China's been a big emipre/kingdom/country for centuries. India also an extremely rich history. shyt even Afghans prob look at Euros/Whites like "Every time you (England, Russia, the US) tried to invade us you never managed to pull off a clean victory". You have the history of Genghis Khan conquering damn near everything in Eurasia. So people from those areas have the documented history that shows them that at one point they were indeed more advanced than those who rule the world today. Add to that that they still have very strong ties to their traditions : they feel strong enough with their history and traditions not to accomodate other races more than "needed" (they do accomodate them, for business purposes, but that's about it). Africans and Black people in general lack that long term memory, for obvious reasons.
