The refs should’ve blew the whistle earlier when they had him wrapped up like that before bringing him down. Usually when QBs get wrapped up by 2 people, they pretty much never escape and the play is over.

I think they didn't because Jimmy started to push to limit the loss of yards. Refs probably let him get as much yards as possible.
