I say make it very vague and just monitor it. If someone scores a last second BS TD, sanction their ass.

If a team IRL is up 31-14, they aren't gonna be trying to score again throwing TD passes in the final 2 minutes.

Running up the score isn't represented by a number. It's scoring when a game is well in hand. Being up 15 with 10 seconds left is considered well in hand.

Being up 9 with 25 seconds left is well in hand. You shouldn't be trying to score from 70 yards out with 24 seconds left unless its a long ass rushing TD or maybe a 3rd down. But still...
