Oh..if you're talking about it's use within streetwear, then yeah...I would agree. Khakis historically can be traced back to the high bred Northeastern nautical economy. Doesn't mesh well with street wear although other aspects of the northeastern nautical attire have like polos, Rugby's, peacoats, etc.
