Canada as a country has the population the size of California—its consumer market is simply smaller. The U.S. doesn’t “subsidize” Canada; it trades with Canada, its second-largest trading partner. Trade deficits aren’t subsidies. This guy just loves lying. Tariffs won’t make Canada’s population higher.
