Have Owens with the opportunity to win at some point, only to get taken out by Rollins on Seth's way to tying Roman with 3 top title wins.
This way, you don't waste Owens winning the title on a match without a feud (which would be a total injustice because Owens creates beautiful build-up with feuds on the mic). To have him suddenly beat two former champions would be awful booking. It'd also leave Jericho without anything to do. A good showing in a big main event is good enough.
No. 1 draft pick should be the show's champ and it'd get him major heat because he'll essentially have injured Balor to get it. He can keep running with the "I'll do whatever's necessary to keep the belt." Have him try to (kayfabe) injure more wrestlers (like Neville, Goldust, Kofi, which could lead to Big E getting a shot on Raw the next week).
Then, when you're done selling JeriKO (which possibly culminates with a beautiful Owens/Jericho feud AFTER finally putting Cass/Enzo over), you consider throwing Owens into the title picture.
Reigns and Rusev still needs to play out, so it's obviously not Reigns.
Cass is definitely not winning it. Cass is that dude, but he sounds like he's reading cue cards in the crowd at times.
