Because you can't force someone to the table. All you can do is encourage, which they've been doing. No federal power should interfere and hurt the bargaining power of the unions by forcing a resolution.

The fact the government hasn't intervened like they did with rail, tells me that the system will adjust and still be able to function. The west coast ports always had a greater capacity than the East coast ones.
