That's not what happened.

That's not what happened.

That is exactly what happened. Congress has the authority under the Railway Labor Act to enforce an agreement, and once Biden signed the legislation into law, it became legally binding. Technically, Railway workers can indeed still strike again if they wanted to, but it would then be considered illegal.
