It doesn't start it's life as a gun, it's just a piece of plastic (or metal) that resembles a firearm receiver. Therefore you don't need to register it as one. I can make a spoon shoot a bullet, that doesn't mean it's illegal to own without registering it.
The Buckwheat picture alone makes me not wanna buy anything from them
The big thing about 80% lowers is you circumvent the background check process. If for instance you needed to 20 gunsb you could machine the lowers and assemble them yourself at home...as far as tracking them goes...you can't track what doesn't exist...if the gun changes hands no one will be the wiser...if your into that kind of thing
