I've given up on vector art, shyt is too time consuming. Tho, I know Photoshop at maybe a mid professional level. I moved on to clip art studio for drawing and creation, I feel like it's a better illustration program.
Being honest with you, it takes about a year to figure out these programs to the point of being productive. YouTube can tell you more about work flow, learning the ins and outs of the brushes is easier on Photoshop, but it's really a painters program imo, you should spend most of your time coloring instead of drawing.
