Jack truthfully didn't answer to anyone either. Jack did what he wanted and when his desires aligned with the government they called him a hero and when they didn't he was hunted by that same government.

I'll never forget season 2 when he did that shyt on some you can't be afraid to get your hands dirty type shyt. Season 2 was the first season of 24 that I watched and I was sold at that point.
