Not necessarily. I mean, even in the past decade or so we've seen a dramatic variance in beauty standards w/r/t lip size. Things like nose width, cheekbone height, and jaw shape have all been subject to differing standards of beauty, often depending on location. Genetic variance is the most obvious cause of this. What was considered a beautiful face in the Ming Dynasty would not necessarily be considered beautiful in Ancient Greece would not necessarily be considered beautiful in 2015 America.In what regards? Facially? A face that is beautiful now would have been seen as beautiful 2k years ago. An ugly one too.
With regards to body features there is more leniency and variety but extremes tend to be avoided.
