The ones I've seen the minimum weapons charges, I don't think you would get a murder conviction but manslaughter charges would be normal if someone were to die.

This is a pretty serious quality of life crime so I don't see prosecutors slacking as the backlash from communities is strong.

Depends on the jurisdiction typically and how the event unfolded. They probably can't charge this childs parent for attempted murder on himself so they'll get him for improper storage and negligence. Those charges tend to disqualify applicants when they try to renew their license.

In any other situation if your negligence leads to the death of serious injury of another you are charged with murder/manslaughter.

A drunk driving charge without causing any injury gets a more harsh punishment than some of these people are receiving.
