I would guess a portion of this is going to special classified operations so they won't let anyone account for it. A big portion still probably went to waste/was stolen though.

The chances that black budget programs will result in benevolent action is slim to none. In fact, Id probably prefer that money to be stolen and put in pockets than used for ridiculous spy/weapon technology.
