sanctions are an act of war. most of NKs rhetoric is toward SK (they're still at war). NK is basically warning that if the U.S interferes it will strike it. That sounds pretty defensive to me.

regardless of the fact that China is the largest, SK is a very very important trading partner to NK and vice verse (NK exports 38% to SK). SK have been getting lip from NK because SK is manipulating and using economic tactics to piss them off. A lot of it being political in SK.
